Message From The Acting Editor-In-Chief
Dear Colleagues:
I am pleased to provide a quarterly update from the Society of Afghan Engineers (SAE) through the fifty fourth issue of the SAE eNewsletter. It is very important that I should mention that the intent of this issue of the SAE eNewsletter is to re-establish presentation consistency as with the past issues that have been published since inception of the SAE-eNewsletter in 2011. The efforts of the Editorial Board of the SAE eNewsletter in accomplishing this important Society task are greatly appreciated by readers of the SAE eNewsletter. Thanks to Dr. A. Wahed Hassani and Professor Abdul Manan Khalid for their continuous membership in the Editorial Board of the SAE eNewsletter. In the 2021 – 2023 SAE Administration Professor Hafiz Wardak served as Editor-in-Chief at first but then resigned in late 2022. After his resignation as Editor-in-Chief, Mr. Najim M. Azadzoi, assumed the function of Acting Editor-in-Chief in addition to being SAE President. During their services they played an important role in the continuous publication and distribution of the SAE eNewsletter.
This issue of the SAE eNewsletter is published in April 2024, corresponding to Hamal 1403 in the Hijri Shamsi calendar, and Ramadan 1445 in the Hijri Qamari calendar. Ramadan Mubarak and a Happy belated Nowruz to you and your respected families. The Editorial Board of the SAE eNewsletter wishes you all the best for a happy, healthy, and prosperous 2024, 1403, and 1445. We look forward to bringing you another year of compelling and informative issues of the SAE eNewsletter.
This issue of SAE eNewsletter features the latest events at the SAE and any other activities important to the growth of its members. The topics of this issue of the SAE eNewsletter include the messages from Mr. Jalal Masumi, the Society President, and Professor Abdul Manan Khalid, Chairman of the Board of Directors. The SAE eNewsletter contains news about appointments of the new Executive Committee members and officers of the Board of Directors. The President has outlined the SAE 2024 Plan. Mr. Ghulam Feda has provided ABET activities. There is an architectural article by Dr. Atmar. There are announcements about Planet Management jobs, and SAE membership news, including membership fees. There are also technical reports from SAE members in Afghanistan.

Message From The SAE President
Dear Society Members
As SAE President for the term of 2024-2026, I am fortunate and happy to have the opportunity of addressing you through this e-Newsletter bulletin. I first would like to thank all those who chose to put their trust and confidence in me when I accepted nomination for the President position during last August elections. I appreciate, and am grateful for, their consideration. I then would like to acknowledge the efforts that my predecessor Mr. Najim Azadzoi made running the Society in his tenure during 2021-2023. He has assured me to offer cooperation and assistance, drawing on the experiences he encountered during his term. In the previous SAE administration (2021-2023) I served as vice chairman of the Board of Directors under the chairmanship of Mr. Manan Khalid. His outstanding ability of sailing the ship together with Mr. Azadzoi earns both of them credit. Mr. Khalid’s re-election to the Board, and being chosen as its chairman again, is assuring.
The political earthquake of August 2021 in Afghanistan by way of government change has continued to have deep and far-reaching impacts. It obviously has touched SAE too. With the hope that the gravity of the impacts would lessen, as we look into future, my focus will be to strive and work together cooperatively with Board members, Executive members, all members, and every member toward making SAE a functioning and responsive organization so that it readily meets the infra-structure development challenges which a promising future in Afghanistan would/could entail. Elsewhere in this Newsletter edition you will find information about SAE activities that the current administration has undertaken.
I am confident that the collective of our SAE members possess a wealth of knowledge and experience. I commit to endeavor alongside SAE technical and administrative staff and, more importantly, alongside you the general membership, to find and tap on this wealth, so that together we work for SAE success. An organization’s success can materialize when its members genuinely and sincerely embrace and accommodate teamwork spirit, and abide by the code of conduct and ethics in their profession. It is my heartfelt wish and goal that young SAE members succeed the incumbents in 2026, by which time the socio-political atmosphere as well as economic conditions in our ancestral land of Afghanistan hopefully stabilize and improve. And they steer SAE administration to gainful and productive course aimed to benefit the bereaved people of Afghanistan.
As we aim to fulfill our obligations at individual and collective levels, I pray and hope that 1403 in the Hijri calendar and 2024 in the Christian calendar turn a year filled with positive thoughts and actions for the good of our Society and that of humanity all over the world. I close by wishing each of you and your loved ones a blissful and prosperous Happy New Year.

Message From The Chairman, SAE Board Of Directors
Dear readers of the SAE eNewsletter,
I would like to start my message by wishing you and your families a very Happy New Year, and hope this year brings endless health and happiness to you, your families and the impoverished people of our beloved country.
I started drafting this message before the wonderful news of the recent snowfalls in our country. Watching the many Youtubers reporting from Kabul, brought back childhood memories of the good old days. The days that we used to get onto the roof tops to clean snow many times a day, play snowballs with friends, and create slopes for tray sledding the next day. The popular saying in Afghanistan is that it is all right for Kabul to be without gold but, not without snow, “Kabul be Zar basha wale be Barf ne”. That saying is very true and valid, despite being a double sword. Country suffers if there is no snow, and poor people suffer more if there is snow. Prior to these snowfalls, the forecasts were that of severe drought for most of the country but, hopefully that may change to some extent. Drought has been a huge problem for our country.
According to a report by the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) released in August 2023, drought is the most frequently reported shock experienced by households in Afghanistan, increasing from 39 per cent in 2021 to 64 per cent in 2022. According to the same report, 25 out of 34 provinces has experienced either severe or catastrophic drought conditions, affecting more than 50 per cent of the population.
From my visit to Kabul around the release time of the mentioned report, I learned about the issue first hand. A ten-meter-deep water well in Khair Khanna is now a deep well of 140+ meter and continues to go deeper. The water that is pumped out destroys plumbing, and not suitable for most of the human needs. We can blame it on lack of precipitation, but a larger factor is the ground water recharge. Empty spaces in large cities have become houses and high rises, with paved yards, paved drainage ditches and paved streets which prevents infiltration of water to recharge the ground water. The little precipitation that falls cannot infiltrate into the ground and ultimately gets wasted. This makes it incumbent upon us to search solutions to harness the little that falls on the ground. We are far away and not on the ground, but we can help with practical ideas. I urge all colleagues with expertise in the field to actively participate and present ideas.

Appointments Of The Board Of Directors
It is with pleasure that I inform you of the following appointments in the Board of Directors of the Society of Afghan Engineers. I will let their bios speak to their accomplishments.
Ghulam Mujtaba, M.S, CE, P.E, CPM-Vice Chairman
Mr. Ghulam Mujtaba has served as the President of the Society of Afghan Engineers (SAE) from January 2012 to December 2014. Prior to that he worked two terms as the Chairman of the Board of Directors from 2009-2011 and two terms as member of the Board of Directors from 2004 – 2008. He served as Chairman of the SAE eNewsletter Subcommittee and the Editor -in- Chief of the newsletter since its first publication in January 2011until July 2021.
Mr. Mujtaba started his work in Florida, USA, in 1982 as an Environmental Specialist in charge of the District Groundwater permitting activities of the Florida Department of Environmental Protection and then as Civil Engineer with Wingerter Laboratories. Since 1988 he has worked in different engineering positions with the Florida Department of Transportation (FDOT). He started his work with District 2 as the District Concrete Engineer and continued as the Construction Project Manager/Engineer, State Concrete Materials Engineer, State Prestressed Concrete Engineer, State Field Operations Concrete Engineer, and Concrete Materials Technologist. He has also worked with Target Engineering Group as Project Administrator of highway construction projects from 2015-2017.
He has served as member of a few technical societies; including American Society of Civil Engineers (ASCE); American Welding Society (AWS); Southeast Asian Society of Soil Engineering; American Society of Foundation Engineers (ASFE); Federal Highway Administration (FHWA) Technical Review Committee for High Performance Concrete Bridge Projects; American Concrete Institute (ACI), American Institute of Steel Construction (AISC); American Society for Testing and Materials (ASTM), Precast/Prestressed Concrete Institute (PCI); and National Steel Bridge Alliance (NSBA). He is currently Senior Member of ASTM C-1, C-9, and C-13 Committees and PCI’s lifetime memebr.
Mr. Mujtaba is former professor at Kabul University and Geotechnical Engineer of Water and Power Company of Afghanistan (WAPECA).
He is born in Khoshi, Logar, Afghanistan. He has attended Khoshi Elementary School, Ibn Sina Middle School, and Afghan Institute of Technology High School. He has received his B.S. degree in civil engineering from Kabul University in 1969, M.S. degree in civil engineering from University of Cincinnati in 1972, and Public Manager certificate from the Florida Center for Public Management at the Florida State University in 2002.
After his official working hours, he has occasionally been involved in teaching courses such as ACI, PCI, University of Florida, and FDOT inspector/technician training and certification courses. He is certified ACI and PCI trainer and examiner. As a volunteer member, he has worked with nonprofit organizations, including the Society of Afghan Engineers (SAE) and the Islamic Center of Gainesville (ICG). He has served one term as the Chairman of the Board of Directors of both organizations.
Ghulam Feda- Secretary
Ghulam M Feda earned his master’s degree in electrical and computer engineering from the University of Cincinnati, along with a BSEE from Kabul University, Faculty of Engineering. With more than 35 years of engineering experience, he has primarily held leadership roles in industrial R&D projects, focusing on optimizing organizational efficiency. Notably, his significant contributions have been within Owens Illinois, a global glass technology company headquartered in Ohio. Furthermore, he has provided guidance by serving on advisory boards for various state colleges and universities. Presently, he stands as the visionary founder and president/CEO of Afghan Education for a Better Tomorrow, an organization spearheading the development and delivery of educational resources to the conflict-affected regions of Afghanistan.
Engineer Feda has been honored with a patent award in “Glass Technology” and a Congressional award for his work in implementing innovative energy efficiency projects. He also holds a certification as a Lean Six Sigma Black Belt (CLSSBB).
Mr. Feda is passionate about projects that utilize technology to transform education, especially tele-education, to foster deeper learning in underserved and under-resourced communities, particularly in regions with significant needs.
Apart from his professional pursuits, Mr. Feda is an avid traveler and has authored several articles on the architectural techniques of ancient civilizations, as well as topics related to Afghan history and culture. Besides, he has been a guest on several TV shows, where he shares his scientific and historical knowledge with others.
Moreover, Engineer Feda is deeply involved with several other non-profit organizations. He holds an active membership with the Society of Afghan Engineers (SAE) and holds positions as a board member for both International Orphan Care and Immigrant Integration and Empowerment. Additionally, he is the visionary founder of the Afghanistan Relief Alliance, an organization dedicated to providing crucial relief supplies to the most vulnerable and poverty-stricken families in disaster-stricken areas of Afghanistan.
Appointments Of The Executive Committee
In compliance with the Society Bylaws, the President presented nomination of Mrs. Tooba Roshan as Vice President, Ms. Mahjan Saleh as Treasurer, and Mr. Gul Afghan Saleh as Secretary to the Board of Directors during its first meeting on January 11, 2024. The Directors unanimously approved the nominations. I would like to let their short bios speak to their accomplishments.
Tooba Roshan-Vice President
- Enrolled in the Faculty of Engineering, Kabul University, 1980.
- Forced to leave Afghanistan, 1983.
- Worked in engineering/architecture related entry level job market in the U.S., 1993 – 2000.
- Launched family owned/operated business (AR Architecture) performing architectural design of residential/commercial buildings, 2000.
- Graduated from Howard University in Washington DC, with BA in architecture and interior design, 2009.
- Expanded business, adding TR Construction, to cover design and construction, 2015.
- Currently working as the Principal at AR Architecture – TR Construction Group performing design/build custom homes, restaurants, shopping centers, assisted living facilities, in Maryland and Virginia.
Mahjan Saleh- Treasurer
- Graduated from Kabul Polytechnic Institute, earning master’s degree in hydrotechnical structures, 1990.
- Estimator/project manager, PAMA, Kabul, Afghanistan, working in water supply and stormwater management projects, 1991-1996.
- Accountant/administrator with MRCA Hospital, Peshawar, Pakistan, 1996 – 2002.
- Junior engineer, Purai & Associates, Arlington, Virginia, building and civil engineering work, 2003.
- EMSI Engineering, Manassas, Virginia, working as land development engineer, 2003-2006.
- Woolpert Inc., Arlington, Virginia, working as land development engineer, 2006.
- Civil Engineer III, Commonwealth of Virginia, City of Alexandria, working in the Department of Transportation and Environmental Services, from 2007 – present, that involves:
- Managing Capital Improvement Projects,
- Reviewing Development Plans,
- Designing and preparing plans and profiles,
- Overseeing civil engineering work by consultants in various fields of the discipline, 2007-present.
Gul Afghan Saleh- Secretary
Gul Saleh is a Professional Engineer (PE civil) and certified Project Management Professional (PMP) with a Ph.D. in Urban Planning & Design and over 30 years of engineering work experience. Presently a Construction Management Representative (CMR) with Gannett Fleming, Inc. providing construction management for the National Park Services (NPS) project titled “Restore Canal Prism and Historic Dry-Stone Wall at Chesapeake & Ohio Canal” near Carderock, Maryland. Dr. Saleh’s most recent work experience has been with a Public-Private Partnership (PPP) between the Commonwealth of Virginia and Express Mobility Partners (I-66 EMP) where he provided advisory services and general technical oversight of Segment 3 for the “Transform I-66 outside the Beltway”. Before that assignment, he served as Senior Engineering Tech and Special Inspector with Intertek-PSI.
For the last 21 years before his arrival to the U.S., Dr. Saleh has managed donor-funded projects in Afghanistan including for USAID as a Direct Hire employee for eleven years, the United Nations World Food Program and the United Nations Office on Drugs and Crime for five years, and for the Pamir Reconstruction Bureau, an Afghan NGO, for five years. Additionally, for the Afghan Government he served as a project manager, design and construction engineer for 10 years. During his work with USAID/Afghanistan (2003–2014) Dr. Saleh served as Contracting Officer’s Representative (COR) and Senior Program Manager for one or more major infrastructure projects with funding levels ranging from $50M to $300M. He provided a full range of analytical, technical and management services on large, complex programs in the energy and water sectors.
Besides being a member of the Project Management Institute (PMI), Construction Management Association of America (CMAA), and USAID Alumni Association, Dr. Saleh served as Manager of the Executive Committee (2014-2017) and Executive Director (Secretary) and Board Member of the Society of Afghan Engineers from 2018 to 2024. He is also a member of the American Society of Civil Engineers (ASCE) and currently serves as President of the ASCE’s Bull Run Branch of the Virginia Section. Before moving to the United States in 2014, Dr. Saleh was a founding and Board Member of Afghanistan Engineers’ Association (AEA). As UN-certified trainer and mentor, Dr. Saleh has been supporting the United Nations Training and Research Institute- UNITAR’s Hiroshima Fellowship for Afghanistan and Iraq Programs as a mentor.

SAE 2024 Plan
In compliance with the Society Bylaws, the President memo of 22 January 2024 to the Board of Directors submitted – on behalf of the Executive Team – the following 18-item enumeration as 2024 Proposed Plan. In its 2nd Meeting on February 8, 2024 the Board concurred with the Proposed Plan as submitted. Progress status of the plan implementation, as of this report, is identified below each item, in parenthesis using italic fonts.
- Expand SAE membership pool.
(2 ex-Members, not active during 2023, renewed membership dues to rejoin; process continuing; two new persons who never had been members before, joined as new members.) - Increase SAE membership fee.
(BOD Meeting 2 approved annual membership fee increase to $120) - Identify members to accept heading the Architecture and the Engineering Committees. (President email of February 15, 2024 requested SAE Members to volunteer heading the two main executive committees envisaged, Architecture Committee and Engineering Committee. No one showed interest voluntarily yet.)
- Identify members to accept serving in the Advisory Council. (The status provided under item 4 above applies here too.)
- Identify manageable projects for SAE pursual by soliciting input from former SAE office holders and other sources. (A brainstorming meeting was convened on February 22, 2024 in which 11 SAE members participated. It was identified as a productive meeting which needs follow up.)
- Finalize Bylaws being developed by GOODWIN. Goodwin, the law firm with ample experience advising non-profit organizations related to bylaws, who got involved to review SAE bylaws updating, which began in February 2021 but dragged until November 2022, turned in its final product on 5 March 2024. The Board of Directors resolved in its Meeting 3 dated 7 March 2024 to adopt the Goodwin final product as the Society Bylaws following a transparent process to involve General Membership.
- Develop Operational Guidelines to supplement the Bylaws and serve as a governance document. (In progress and continuing, expectedly to complete by the end of the year.)
- Evaluate Society’s e-Newsletter publication for relevancy/content/format. (Initial review of governing guidelines completed. Manpower shortage to support the publication seems at least one challenge. Work in progress and continuing.)
- Evaluate introducing additional operational/maintenance functionalities into SAE website. (Manpower shortage requiring IT skill and knowledge poses serious challenge. There seems to be some light at the end of the tunnel, though. Work in progress and continuing.)
- Evaluate bank services to assure efficient tracking of financial information and providing accountability. (Challenges were met and handled transferring authority to access SAE bank account to perform the evaluation. Conclusion reached that current level of service provided by the bank was acceptable.)
- Help foster environment of cordiality and cooperation among members. (Ongoing process.)
- Maintain clear and adequate communication with members and colleagues.
- Answer members’ questions promptly.
- Solicit opinion and feedback from members.
- Keeping record of time spent.

- Finalize provision of SAE resident representative service in Afghanistan. (In its Meeting 1 on 11 January 2024 the Board of Directors resolved that this service may continue within an established job description. The incumbent representative agreed to a 13-item job description identified within a contract that was ultimately executed between the two sides on 20 February 2024.)
- Prepare for and convene General Membership Annual Meeting. (GAM presumed to occur the second half of the year. Executive Team discussed format or forum of the event – virtual vs in-person Work in progress.)
- Ensure that the Society operational framework meets legal obligations set by governing laws and local ordinance. (Concurrent with the effort to secure Updated Bylaws approval, issues covered in this item such as filing tax, will be handled in a timely manner.)
- Prepare annual budget and submit for Board approval. (In its Meeting 2 on 8 February 2024, the Board of Directors approved a 13-line item 2024 budget of $13,938, submitted by President on behalf of the Executive Team.)
- Prepare quarterly and annual performance reports. (Continuing, this report being an example.)
- Invite executive and other regular members to the Board meetings. (President emailed all active Members to indicate if they had interest to join the 3rd BOD Meeting as a guest. One member took interest and participated.)
- Convene and hold Executive Team meetings as often as needed. (The Executive Team held 3 meetings as of this report, one in person and two virtual.)
SAE Report From Afghanistan
SAE Resident Representative, Mr. Walid Howaida, had a field visit to Herat Province in January, invited as a consultant by an Afghan NGO, to take part in a group effort with the mission to evaluate alternative housing construction schemes intended to replace the ones that were destroyed during the Zendajan earthquakes. He indicated he did not take part in the exercise to have represented SAE. Per resolution of the Board of Directors, Mr. Howaida also furnished the requirements established by the Afghan government for registering an NGO like SAE, in order to enable it to work inside Afghanistan, if and when possible.
SAE Brainstorming Activity
Based on suggestion by a few SAE members, a brainstorming session was held on February 22, 2024 in the Afghan Academy building in Alexandria, Virginia to address the future outlook of SAE focus.
A total of 11 members participated. Those attending in person were Tooba Roshan, Hamida Miller, Yar Mohabbat, Atiq Panjshiri, Gul Afghan Saleh, Hashim Baluch, Hadi Rakin, Aziz Azimi, and Jalal Masumi. Those joining remotely (via zoom) were Sohaila Shekib Sanie and Ghulam Feda. Those who could not attend were Hamayoun Ibrahim and Farid Abbas.
Jalal Masumi opened the meeting thanking attendees for their interest and participation. He provided a brief history of SAE, and highlighted the challenge of mapping a future for SAE. He specifically thanked Aziz Azimi for accepting to be the facilitator of the session, and requested him to take over.
Azizi Azimi started by welcoming attendees and suggested personal introductions relating to the participant’s professional background. He said that in his professional career he had conducted several brainstorming sessions and taken part in many more. He said he was more familiar with brain-mapping technique and found it preferable over some others. He then divided attendees into groups and asked each group to consult among themselves, and come up with ideas/questions (and write them down on sticky notes) that the group considered relevant to SAE and its future.
The following questions/ideas were put forth, some understandably as repeat:
- What should we do?
- What should/would be one’s incentive to choose to become SAE member?
- How can SAE be sustained to avoid its demise?
- How would SAE cooperate/collaborate with organizations similar to itself?
- How does SAE propose to pursue relations with other professional societies?
- SAE to open and hold a position in the ranks of the new generation.
- How can SAE contribute to the prosperity of the people in Afghanistan?
- Hold respect and value for SAE responsibilities.
- Foster critical thinking.
- Accurately assess our internal resources.
- What activities should SAE undertake to be effective in Afghanistan?
- What activities should SAE undertake for capacity building in Afghanistan?
- What can SAE offer to attract new members including young and female members?
- Which projects can be implemented immediately?
- What collaborative efforts and interaction should SAE undertake to promote itself and be recognized as a credible organization?
- Register SAE with pertinent agency of the government of Afghanistan.
- What should SAE do to create fund for its operations?
- Acknowledge need for Afghan government involvement with undertakings that SAE may pursue in Afghanistan.
- Who get to be our target people?
- Organization to improve providing technical expertise, resources, training in various fields such as infrastructure development, urban planning.
- Support educational initiatives, workshops, programs.
- Host technical competition among youth and reward ideas and creativity. (1 – 3 yrs)
- Hold some educational programs to attract new young members. (1 – 3 yrs)
- SAE should offer free training and education (useful to youths and females) to attract new members (1 – 3 yrs).
- Communicate clearly and transparently with members. (1 – 3 yrs)
- Capacity building for Afghan students in the country. (1 – 3 yrs)
- Provide project development as a follow-on activity to the Bamian Housing project so interested engineers and architects can participate. (1 – 3 yrs)
- Build or support orphanages

- Provide capacity building, studies, white papers, and introduce new technology and techniques.
- Follow Bamian Cave Dwellers project from design to construction.
- Establish relations with relevant professional organizations in the U.S. (1 – 3 yrs)
- Hold fundraising & financial management through donations, grants, fundraising through social media and events; raise awareness; assess effectiveness of programs to ensure accountability (1 – 3 yrs)
- Connect with other communities and associations outside of Afghan communities (1 – 3 yrs)

Subsequently Aziz Azimi asked the groups to re-visit their input with the aim to consolidate and combine the ideas/questions into a few, and give them name/title for further evaluation while also assigning an estimated time duration for implementation. The following five titles were identified as a result:

- Collaborative effort/action/action for SAE to promote itself and be considered credible organization
- Which or what project can be applied/undertaken immediately
- What can SAE offer to attract new members, especially young girls
The rating order turned out as follows:

In the ensuing discussions to establish clarity, it was understood that Work Options was to convey a notion for pursuit or campaign – using social media such as Facebook, Linkedin, Twitter, website – to help SAE members (especially new junior level arrivals) find starting employment, and/or find incumbents more rewarding opportunities. The next resulting question raised was if this meant SAE acting as an employment agency to facilitate job opportunities, and whether this conformed to the mission of the Society. The answer to this question was that through a due process, a majority of participants determined that such was a viable course of action for SAE’s future success. The session facilitator, Aziz Azimi, stated that the “Work Option” may be treated as a tool by SAE to achieve its main goal and objectives.
The brainstorming session – recorded by zoom and available on request – lasted almost 3½ hours held in an atmosphere of cordiality and satisfaction, with the potential that follow up session(s) may be necessary.
Collaborative Effort Of Afghan Education For Better Tomorrow (AEBT) And The Society Of Afghan Engineers (SAE)

Abstract:
Afghan Education for a Better Tomorrow (AEBT) and the Society of Afghan Engineers (SAE) have successfully collaborated to enhance education in Afghanistan through a Tele-education project. The project aims to improve the academic skills of students in Afghanistan, particularly in the sciences and engineering, to enable them to compete globally. Leveraging modern telecommunications technology, the initiative seeks to build on the success of AEBT’s pilot program at Herat University, where students benefited from variety of seminars offered by AEBT. With collaboration provided by SAE, the project benefits from the expertise of professors and teaching professionals. Additionally, SAE conducts seminars to boost engineering skills and knowledge of Afghan students. The paper outlines the methodology, design, and objectives of this endeavor to advance education in Afghanistan.
Project Description:
Tele-education is the use of advanced information and communications technologies to deliver virtual education programs to a university or engineering agency. In Afghanistan’s higher education institutes learning, it can dramatically expand access to education and training for both students and educators in a resource constrained setting by exposing underserved populations to experts in various disciplines from diverse geographical and experiential backgrounds.
The Tele-education project created by AEBT showcases how the latest digital tools and technologies, in tandem with reliable connectivity, can be utilized to provide an entirely new platform to meet the assorted educational needs of students in Afghanistan. Building on the success of the pilot program at Herat University, the project delivers high-quality academic content to students across the country. SAE provides experienced professors and teaching professionals to engage with students remotely, providing valuable learning experience. Additionally, SAE conducts engineering seminars aimed at enhancing practical knowledge and skills. These seminars complement the academic curriculum and prepare students for professional endeavors. The project emphasizes the importance of interdisciplinary education and practical training to empower Afghan students for global competitiveness.
Afghanistan lags significantly behind the rest of the developing world in terms of science, technology, engineering, and math (STEM) education. But technology has opened a world of possibilities which can bridge that widening gap and address many of the barriers to education that exist in Afghanistan by transforming how teaching and learning are conducted.
Methodology and Design:
This project pairs Afghan expatriate instructors in the sciences and engineering with students and educators in Afghanistan to increase the depth of learning, enhance classroom performance and productivity, and expose the students and faculty to relevant and cutting-edge international best practices. Tele-education allows for real-time, concurrent video conferencing between students and remote teachers linked by satellite and the internet.
AEBT and SAE collaborate closely with Afghan universities and engineering agencies to identify academic needs, develop curriculum materials, and recruit qualified instructors. The project utilizes a combination of synchronous and asynchronous learning methods to accommodate students’ diverse learning styles and schedules. Modern communication platforms ensure seamless interaction between instructors and students, fostering engagement and collaboration. Rigorous monitoring and evaluation mechanisms are implemented to assess the project’s effectiveness and make necessary adjustments for continuous improvement. The design emphasizes interactive learning experiences, practical training, and interdisciplinary approaches to enhance students’ academic and professional development.
Goal and Objective:
The primary goal of the Tele-education project is to improve the overall academic skills of students in Afghanistan, particularly in the sciences and humanities, and to enhance their engineering skills to enable them to compete globally. The project aims to reach as many students as possible across the country, providing them with greater access to high-quality educational content, resources, and engineering seminars. By collaborating with SAE and leveraging modern telecommunications technology, AEBT seeks to expand the scale and impact of digital education across Afghanistan to benefit a much wider segment of the population.
Ultimately, the objective is to empower Afghan youth with the knowledge and skills necessary to contribute to their country’s development and participate in the global economy. At this critical juncture, Tele-education serves as the only means to provide Afghan students with the types of rich and rewarding learning experiences and limitless options available to their counterparts around the world.
AEBT and SAE are committed to finding innovative ways to transfer knowledge to Afghan students and improve educational outcomes for them. Afghanistan urgently needs quality higher education to revive its economy, empower its citizens, and improve its practices and methods of teaching in a 21st century context. Otherwise, it will be trapped in extreme poverty, unable to narrow the enormous gulf that separates it from the rest of world. Tele-education holds incredible potential to transform that landscape and help change attitudes toward learning by bringing about a paradigm shift in the way in which the curriculum is defined and technology is used.

Author’s Short Biography
Ghulam M Feda earned his master’s degree in electrical and computer engineering from the University of Cincinnati, along with a BSEE from Kabul University, Faculty of Engineering. With more than 35 years of engineering experience, he has primarily held leadership roles in industrial R&D projects, focusing on optimizing organizational efficiency. Notably, his significant contributions have been within Owens Illinois, a global glass technology company headquartered in Ohio. Furthermore, he has provided guidance by serving on advisory boards for various state colleges and universities. Presently, he stands as the visionary founder and president/CEO of Afghan Education for a Better Tomorrow, an organization spearheading the development and delivery of educational resources to the conflict-affected regions of Afghanistan.
Engineer Feda has been honored with a patent award in “Glass Technology” and a Congressional award for his work in implementing innovative energy efficiency projects. He also holds a certification as a Lean Six Sigma Black Belt (CLSSBB). Mr. Feda is passionate about projects that utilize technology to transform education, especially tele-education, to foster deeper learning in underserved and under-resourced communities, particularly in regions with significant needs.
Apart from his professional pursuits, Mr. Feda is an avid traveler and has authored several articles on the architectural techniques of ancient civilizations, as well as topics related to Afghan history and culture. Besides, he has been a guest on several TV shows, where he shares his scientific and historical knowledge with others.
Moreover, Engineer Feda is deeply involved with several other non-profit organizations. He holds an active membership with the Society of Afghan Engineers (SAE) and holds positions as a board member for both International Orphan Care and Immigrant Integration and Empowerment. Additionally, he is the visionary founder of the Afghanistan Relief Alliance, an organization dedicated to providing crucial relief supplies to the most vulnerable and poverty-stricken families in disaster-stricken areas of Afghanistan.
The Peacock House In Murad Khani-Kabul

Abstract:
Murad Khani is one of the famous, old areas, located at the corner of the second district of the municipality and close to the Presidential Palace in Kabul. Timur Shah, one of the kings of Afghanistan, moved the capital from Kandahar to Kabul in 1775 AD. An area next to the Kabul River was given as a gift to one of the commanders and heads of the Qazalbash tribe named Murad Khan. This showed that he had a special skill in architecture and under his supervision, Shahr Ahmad Shahi Kandahar was built.
Introduction:
In Murad Khani, two styles of architecture are used: Kabuli architecture and English architecture.
The houses in this area are mostly built in two stories with a basement, which has classical forms and the art of Islamic architecture that is clearly seen in its buildings. The walls of water spilled, thatched mud, wooden gates, and cloisters show the historicity of this area. The foundations of the old buildings of Murad Khani in Kabul are based on stone, raw clay, mud plaster, and wood. There are many, beautiful and different houses in Muradkhani, one of the most famous of which is called the Peacock House, and I want to provide information about the first part of it, in this article.
Peacock House:
It is one of the old, interesting, and beautiful mansions in Murad Khani, which has a narrow vestibule, staircase, living room, bedrooms, and a bathroom. The oven for bakery of the house and its toilet are considered in a part yard next to the mansion that has canalization exits to the street.
There is no kitchen in the building, and in three seasons of the year, cooking in the same small hall is rarely done, except in the cold days of winter, when the cooking is done on top of the house heaters, such as wood stoves.
Bedrooms and bathrooms lead from the living room and the living room contains a larger space. In the rooms, Sashes (windows) on both sides for the purpose of lighting, sunlight and ventilation (air exchange) has been laid.
The windows located on the side of the yard are larger and classic style, but the windows placed on the side of the street are very small and simple. It can be deduced from the shape of the cleats on the side of the alley that: these cleats are intended for air exchange.
The big windows placed on the side of the mansion are called Orsi. The width of these sashes is mostly 1100/1200 mm, and the opening part, which is transferred to the top and folded to one side, is 970–1000 mm. Each sash has three to four rising wooden boards (planks) and a 400-mm-high pedestal. The footrests show that they were intended for the purpose of leaning, looking towards the mansion and preventing children from falling.
The width of the window’s wooden boards (planks) is 970 mm and its height is 450 mm. The thickness of the wooden boards (planks) is mostly 30 mm–50 mm, so that family members have the ability to raise and lower again. These wooden boards (planks) can be placed on one side towards the inside of the room in the upper part, depending on the necessity.
The upper and final parts of the wooden boards are different, because at the end and in the middle there is a protrusion in the form of a round latch, which is called a jawak in Dari language, unless there is a depression in the middle of the upper part of the wooden boards so that the second wooden boards can be set above the bottom wooden boards. The first one is placed in a comfortable way, and the transmission of air and lighting to prevent this depression is known as Jarry.
The exterior and interior appearances of the wooden boards are slightly different. On both sides of the building, you can see a bow-like or arch with very high quality and beautiful carvings; the base of the sashes has a thick frame, and the inner and outer double-boards can be seen with decorations, and these bases do not have any air holes. Except for the top of the sash, the same size as the bottom of the sash, i.e., 400 mm perforated board, is observed, which is intended for the exchange of air and light.
On both sides of the outer bow of the sash, i.e., the upper part of the base, there is a beautiful carving in the shape of a peacock. This house is named and is famous as the Peacock House according to the same pattern. Wooden structures have also been observed in the basements, which have perforated boards and are decorated with carving and beautiful patterns.
These perforated boards are known as Kabul net, which is intended for the purpose of air exchange and lighting the Basement house. The total height of this basement woodwork from the existing finish floor to the basement cover is 600 mm. The internal height of the basement is 1900 mm, that is, from the existing finish floor to the ceiling of the basement.
The construction material of the sashes is high-quality native juniper wood; according to the special order, it has been lacquered. These sashes are made by the skilled carpenters of the country with very interesting and beautiful decorations, but the most important point seems to be the connection without using metal nails in the construction of such woodwork. To the vestibule, which is covered, the width of the stairs is 1200 mm and the rise of the saddle is 250 mm.
The wooden stairs are considered to be in a very small and limited place. The design of the wooden stairs is built around a standing wooden base and in the shape of a round staircase. It does not have a landing; one side of the wooden boards is narrow, and the other side is wide, which can be called a triangle shape. Its building materials are raw wood and clay, and wood is used in the upper part of the front of the steps (top front edge) so that the users can use it well, and it does not cause the family members to slip while climbing and descending.
The door of the hall (day room) has two wooden leaves, where one wooden leaf of the door is used, and only when necessary, the second wooden leaf is also used; that is, both of them are opened. The height of the hall door is 2100 mm and the width of each wooden leaf is 600 mm.
Author’s Short Biography
Dr. Hashmatullah Atmar was born on 24 May 1963 in Bulan village, Qarghae Distract of Laghman province, Afghanistan. He completed his Primary and high school studies at Aqa Ali Shams School and Habibia High School in Kabul.
Dr. Atmar received his bachelor’s and master’s degree in architecture from the Azerbaijan Civil Engineering Institute (Azerbaijan University of Architecture and Construction) in 1988. He received his PhD in Architecture from the same university in 2007. He worked with PAMA (Central Planning Project Institute) as the head of Education and Health Department and lectured at the Faculty of Engineering of Kabul University (part time) for 10 years.
In 2000, he started his work with Zone of Maximum Design (ZMD), a Turkish Design and Construction Company as a project manager in Kabul. He then worked as Technical Manager with Technology Innovation Manufacturing (TIM International), a Turkish based prefab company in Kabul till 2017.
Dr. Atmar is currently working as controller of architectural projects at the Directorate of Design of Construction Affairs and lectures at the engineering faculty at Salam University. He has prepared more than 800 architectural details and shop drawings for small, medium, and large complexes in Afghanistan, and abroad.
Furthermore he is the author of 72 books, out of which, 30 are about architecture, especially Afghan Architecture, 10 are about Islamic Architecture and the other 32 are novels in Pashto and Dari languages. He is the author of 30 articles in Dari, Pashto, Russian and English languages.
Mr. Azimullah Karimi’s Obituary
January 25, 1958 – March 5, 2024
The Society of Afghan Engineers is saddened about the passing of Engineer Azim Karimi. Thanks to his son, Mr. Hakeemollah Shihan Karimi, who has sent his father’ obituary to the SAE eNewsletter.
He passed away at the age of 66 on March 5, 2024, due to battle with a medical condition that was diagnosed as cholangiocarcinoma.
He is survived by his wife, Dr. Zarghoona Qazizada Karimi, and his four sons: Amanollah Arian Karimi, Hakeemollah Shihan Karimi, Haseebollah Reshteen Karimi, and Mohebollah Ahmadsina Karimi.
He was a very smart, educated, hardworking, and caring person. He was always focusing on his children’s education. His children mention that “They will always remember his sacrifices. He had a good heart and always did what was best for others. We were very blessed to have such a wonderful father. Apart from us, he did a lot for his family as well. He brought his whole family from Afghanistan to the US. He also did a lot for his countrymen. We have lost a strong pillar of our family. Let us strive to benefit others and do good for the world as he has done.”
Mr. Karimi was born on January 25, 1958, in Nangarhar, Afghanistan. He graduated from Afghan Institute of Technology (AIT) and got his High School diploma in Electrical Engineering Technology. After his graduation from AIT, he worked as laboratory technician in the Faculty of Engineering of Kabul University. He received his Bachelor of Science degree in Electrical Engineering (BSEE) from Kansas State University.
Mr. Azimullah Karimi has served in the managerial positions of a few testing laboratories in California, New Jersey, and South Korea for more than 30 years. The testing laboratories issue certificates of compliance for the use of the products based on their satisfactory test results meeting the safety and other requirements of applicable codes and standards.
He passed away in Manteca, California on March 5, 2024. His Jinaza and burial services were held in Lodi, CA on March 6, 2024.
His family stated that Mr. Azimullah Karimi was diagnosed with cholangiocarcinoma on June 16, 2021. But he never lost hope, and kept working hard to care for his family until the end of his life.
The Society of Afghan Engineers expresses heartfelt condolences to Marhoom Karimi’s wife, sons, and rest of the Karimi family, their relatives, and friends for the great loss.

Membership News
Expanding membership base as well as increasing membership annual fee was and is a high priority. Active member is understood as one who has paid annual membership fee. Two ex-members who were not active in 2023, renewed their membership by paying the $120 fee covering 2024, approved by the Board. The President identified in the 1st BOD Meeting that if each person attending the meeting brought in one new member, it would be an extremely positive contribution. He himself has extended invitation to 3 young engineers to join SAE one of whom has formally accepted joining the Society and paid annual membership fee.
Membership fee collection, on the other hand, may be considered good. As of this report, 64 persons are named in a roster as 2023 ACTIVE members. Of these only 23 (or 36%) have paid their membership fees. 8 out of the 23, however, have generously contributed to the Society budget, donating close to $1000 which is noted with great appreciation. Their act of generosity deserves mention as follows: Mr. Zia Yamayee, Ms. Shekib, Mr. Rossi, Ustad Mujtaba, Mr. Kazimee, Mr. Atayee, Mr. Afghan, and Ms. Amiri.
