2011 MEW Capacity Building Initiative

Our initiative to strengthen Afghanistan’s infrastructure focuses on empowering local engineers through specialized training in Quality Control and Quality Assurance. In partnership with the Ministry of Energy and Water, we successfully trained 33 professionals in advanced construction methodologies, ensuring a lasting impact on the country’s irrigation systems and beyond.

Background

Our dedication to rebuilding Afghanistan’s infrastructure is deeply rooted in empowering local professionals with the necessary skills to ensure safety, durability, and compliance with rigorous construction standards. To address critical deficiencies in construction quality, we partnered with the Ministry of Afghanistan’s Energy and Water (MEW) to deliver highly specialized, in-person training programs focused on the field and laboratory testing of construction materials.

In October 2011, MEW was actively implementing the Emergency Irrigation Rehabilitation Project (EIRP), supported by financial assistance from the World Bank. Concurrently, the Ministry received a grant from the International Development Association for the Irrigation Restoration and Development Project (IRDP), a portion of which was dedicated to institutional development and capacity building through short-term, in-country training courses. To directly support this objective, we deployed our experts to conduct a comprehensive two-week training program for MEW engineers from October 10 to October 23, 2011, at the MEW Project Coordination Unit (PCU) training facilities in Kabul.

Participant Profile and Reach

Our program successfully trained 33 engineering professionals. The attendees comprised field engineers, construction managers, central office employees, and local professional staff from the Food and Agriculture Organization (FAO). We ensured the training had a nationwide impact by drawing participants from various regional offices, including Kabul, Jalalabad, Kandahar, Herat, Kunduz, Mazar-e-Sharif, Nimrooz, and Bamyan. The majority of these attendees already possessed foundational experience in design, testing, and field supervision, allowing us to delve into advanced methodologies.

Curriculum, Practical Application, and Laboratory Reactivation

The core aim of our training was to introduce the essential principles, concepts, and practical applications of Quality Control and Quality Assurance (QC/QA) for construction projects. We conducted formal classroom sessions daily from 8:30 am to 4:00 pm, utilizing instructional tools such as LCD projectors, flip charts, and whiteboards to facilitate an engaging learning environment.

We designed the curriculum to provide a healthy mix of classroom lectures, practical exercises, and real-world case studies. Our instruction heavily emphasized the physical field and laboratory testing of crucial construction materials, including soils, aggregate, cement, concrete, steel, bricks, and various masonry materials.

A defining success of this program was our hands-on approach to laboratory work. We utilized the existing materials testing equipment located within the MEW PCU and main office facilities. In doing so, our trainers successfully activated unused and dormant testing equipment in the PCU laboratory, utilizing it directly for student instruction and ensuring it was fully operational and ready for the Ministry’s future independent use.

Exposing Engineers to Advanced Testing Technologies

To supplement the in-house laboratory exercises and expose the trainees to advanced equipment not currently available at the MEW facilities, we organized specialized field trips. We guided the engineers to two prominent private materials testing facilities: the Zurmat Material Testing Laboratories and the Afghan Coordination and Logistics Unit (ACLU) Material Testing Laboratories.

During these excursions, our trainees familiarized themselves with highly specialized geotechnical, geophysical, cement, and concrete testing equipment. The staffs at these private organizations also performed demonstrational tests, bridging the gap between theoretical knowledge and practical, modern industry applications.

The Linguistic Advantage of Our Expatriate Experts

A unique and highly praised aspect of our program was our ability to bridge cultural and linguistic gaps. The trainees and our MEW counterparts explicitly noted that the training was substantially more effective because our Afghan expatriate consultants delivered the highly technical curriculum in local languages. By eliminating the need for third-party translators—who often lack specialized engineering vocabularies—we saved valuable instructional time and prevented the communication barriers that frequently hinder programs led by non-Afghan consultants.

Program evaluations from the students indicated that their expectations were successfully met and that their newly enhanced knowledge would directly contribute to better rehabilitation and reconstruction of Afghanistan’s irrigation systems. The two-week program culminated on October 23 with a formal certificate award ceremony presided over by Deputy Minister Shujauddin Ziaie. Following the ceremony, our team held productive meetings with Minister Mohammad Ismail Khan and Deputy Minister Ghulam Farooq Qazizadah, who both expressed strong support and appreciation for our continued involvement in the capacity building of Afghan professionals.

Continued Commitment to Quality Assurance

We continuously built upon the foundations laid in 2011. In 2015, we returned to the MEW to conduct an intensive five-day training on Construction Project Management, Monitoring, and Evaluation. During this subsequent training, we again placed a massive emphasis on Quality Control and Quality Assurance as major cornerstones of successful project delivery.

We educated the attendees on the critical importance of project submittals, the rigorous submittal review process, and the preparation of comprehensive QC/QA plans for every component of a construction project. Recognizing that practical quality control measures were severely lacking in local projects, we introduced the concept and implementation of work mockups—a practice that had not been previously utilized in Afghanistan. To ensure these standards were permanently integrated into the Ministry’s operations, we strongly recommended the adoption of detailed standard specifications utilizing the globally recognized Construction Specifications Institute (CSI) format.
