Implementing the International Building Code (IBC) in Afghanistan (2012)

Between August and November 2012, the Society of Afghan Engineers and partners conducted an 11-week workshop in Kabul, training over 30 professionals on the 2006 International Building Code (IBC) to ensure safer construction practices. The initiative aimed to enhance compliance with life safety standards amid Afghanistan’s rapid reconstruction, laying the foundation for future training and code enforcement.

Background

Between August 27 and November 8, 2012, we at the Society of Afghan Engineers (SAE), in collaboration with Technologists Inc. (Ti), the Society of Afghan Architects and Engineers (SAAE), and the Ministry of Housing and Urban Development (MoH&UD), conducted a comprehensive 11-week training workshop in Kabul, Afghanistan. The program was structured to train Afghan university professors, builders, architects, and government engineers on how to implement and review building plans according to the life safety requirements of the 2006 International Building Code (IBC). We delivered this technical capacity-building initiative through 28 hours of formal classroom instruction, combining theoretical lectures with practical case studies that actively simulated municipal plan reviews for construction permits.

The Imperative for Standardized Construction Codes

The government of Afghanistan began officially adopting the IBC, alongside zoning regulations and handicapped accessible design guidelines, in 2005. Utilizing the IBC as a reference code was a practical decision for the country; it ensured that safe structures were designed and built while allowing Afghanistan to avoid the lengthy delays of developing an entirely new national code from scratch.

Over the past decade of rapid reconstruction, thousands of new structures have been erected, including commercial buildings, wedding halls, hotels, restaurants, apartment complexes, and schools. It is critical that these structures adhere to approved life safety standards to protect occupants during fires or natural disasters. The IBC provides these minimum requirements, directly addressing structural strength, means of egress, sanitation, adequate lighting, ventilation, and energy conservation.

Organizing the IBC Training Workshops

Recognizing a critical gap in code familiarity, professors from Kabul Polytechnic University and the Faculty of Engineering at Kabul University requested a brief series of training workshops focused on the contents and practical utilization of the IBC. In response, we mobilized a collaborative training program involving our SAE members, Technologists Inc., SAAE, and the MoH&UD.

The instructional team was led by American architect Dennis Lee Freitas and was supported heavily by our dedicated Afghan colleagues, including SAE member Malik Mortaza, SAAE President Jamil Khalid, Daud Mohmand, Ralph J. Bouza, M. Sharif Dehyar (Director of Codes and Standards in MoH&UD), and Zia H. Raffiq. The trainee cohort consisted primarily of university professors, alongside practicing civil engineers and government officials.

Curriculum and Practical Application

We specifically tailored the curriculum to provide a foundational introduction for professionals who had not previously utilized the IBC’s provisions. To avoid conflicts with the university professors’ teaching schedules, we held the sessions once a week on Thursday afternoons, totaling 28 hours of instruction over the 11-week duration.

Our instructional methodology applied practical guidance using general examples and case studies in a classroom environment, which was intentionally designed to simulate the actual working environment of a municipal plan review process. The technical areas of focus included:

  • Classifying building occupancies and identifying specific types of construction.
  • Determining building heights and area limitations for single occupancies, as well as separated and non-separated mixed uses.
  • Evaluating the means of egress, which involved rigorously checking the required number of exits and assessing egress components.

Outcomes and Future Directions

The training program was officially inaugurated on August 27, 2012, by Dr. Zabi Mojaddidy, who delivered opening remarks emphasizing the critical importance of construction codes. We maintained an average attendance of sixteen trainees per session, and at the program’s conclusion on November 8, 2012, ten participants successfully earned their certificates of completion.

The attendees found the workshop highly beneficial and requested that similar, expanded training be provided across more universities, governmental agencies, and the private sector. We understand that fully integrating and enforcing comprehensive building codes across all areas of Afghan construction is a lengthy process that may take 15 to 20 years to achieve. To reach that level of strict enforcement, we continue to advocate for the development of ongoing training courses and the establishment of stringent qualification requirements for all personnel involved in reviewing building plans and inspecting construction sites.
