Greetings from the SAE President

Dear Members of the Society of Afghan Engineers and Readers of the SAE eNewsletter:

This year is the fourth year of the publication of the SAE eNewsletter. The quarterly issues of the electronic newsletter are disseminated to all Society members and other interested professionals. During this time the newsletter editors and regional representatives have tried to provide the required technical news and articles.

The year 2014 is the third and last year of the service term of your elected Society officers. Thanks to all Society members for the trust and confidence in their elected officers. It is indeed an honor and privilege for me to serve as the President of the Society.

This year is the election of the new president and members of the Board of directors. The election committee will conduct the nomination and election process of nine members of the board of directors and president of the Society. Upon their election, the Society officers will serve for next three years, starting on January 1, 2015. The election committee consists of the chairperson and four members. The current president will nominate the chairperson and each member has the right to nominate two members to serve as members of the election committee. The board of Directors approves nomination of the Chairperson and its four members.

I would like to take this opportunity to inform SAE members of the following action items:

• Please advise me by February 15, 2014 if you are interested to serve as a volunteer for the position of the Chairperson of the Election Committee. I will submit the name of the volunteer as nominee to the Board of Directors for review and approval.
• By February 15, 2014, please submit the name (s) of the nominee (s) of your choice to Mr. M. Q. Kadir, Chairman of the Board of Directors. Each member has the right to submit the name of two interested members, for consideration and approval as member of the Election Committee.

It is a privilege that the Society of Afghan Engineers was involved in the review of Salang Tunnel emergency road repair and review of the feasibility study of future Salang alternative routes. The SAE formed a Taskforce to provide their review comments to the Ministry of Public Works.

The annual SAE membership is scheduled for January 18, 2014. During the meeting, the keynote speaker, Mr. Mike Sanio, Director, Sustainability and International Alliances of the American Society of Civil Engineers, will have a presentation. In addition to financial report, the Chapter Coordinators and Committees will present their activity reports.

Twelve SAE members and five Kabul University staff were involved in this training program. The prime object was to start a program hosted by Kabul University for the enhancement and creation of private sector engineering consulting capability in Afghanistan in all engineering disciplines titled, “Enhancing The Private Sector Engineering Consulting Capability In Afghanistan (USTDA / ASCE / SAE / KU)”.

The 2014 Election of the Society of Afghan Engineers (SAE)

The forthcoming SAE election for the positions the president and nine members of the Board of Directors will be held during the year 2014. The service term of the elected members will be from January 1, 2015 – December 31, 2017. The current members of the Board of Directors and Executive Committee will continue their services until December 31, 2014.

The following are quotes of the SAE bylaws regarding the election:

Highlights of Bylaws related to SAE Election

5-3.1 The President shall be elected by the active Members of the Society. The President shall nominate candidates for the positions of Vice President, Secretary, Treasurer, and the Chairpersons of Society Committees and present them to the Board of Directors for review and approval.

5-3.2 The President and Chairpersons of the Committees may serve a term of three years and may succeed for one additional term. Each Officer should hold the Office until his/her successor is duly elected and takes office.

5-3.3 The Executive Committee shall begin their term on the first day of January, following their election, which will be announced prior to the fifteenth day of December, and terminates on the last day of December, after completion of their three-year service.

SECTION 6: ELECTION COMMITTEE

6-1 Organization
6-1.1 The Election Committee shall consist of a Chairperson and four members. The Committee is formed during the election years and shall be dissolved upon the completion of the each election process.

6-2 Responsibilities
6-2.1 The Committee shall be responsible for conducting the nomination and election process of nine members of Board of Directors and President every three years.
6-2.2 It shall be the duty of the Election Committee to prepare the list of the nominees that are submitted by Members for elective offices of the Board of Directors and President.
6-2.3 The Election Committee shall schedule and start the election process at times so that the results of the election will be announced prior to the fifteenth day of December of the election year.

6-4 Meetings
6-4.1 The Chairperson of the Election Committee calls the meetings to order.
6-4.2 Traveling expenses of the members of the Election Committee may be defrayed by the Society, on request. As an alternative to the travel and face-to- face meeting, the decision may be made during virtual meetings, such as video or teleconferences.

6-5 Requirements
6-5.1 The Election Committee members shall not be elected or nominated as members of Board of Directors and President during the upcoming election that they are conducting. Also, subsequent to the completion of the election, they shall not be nominated for the positions of Vice President, Treasurer, and Secretary during three-year term of services of the Executive Committee.

6-6 Election process
6-6.1 The Board of Directors shall ensure that the Election Committee is formed not later than the first day of April during the election year.
6-6.2 The Executive Committee (Membership Chairman and Treasurer) must prepare the list of active Members eligible to participate in the Election as voting members.
6-6.3 Two signed hard copies, both by Treasures and Membership Chairman, shall be sent via certified mail to the Election Committee 30 days prior to the date that Election Committee will send election notices.
6-6.4 The Election Committee shall notify Members to submit their notification statement to the Committee. The notification may include the information that they are interested to be candidates for any of the vacant positions or they may submit the names of the nominees of their choices. Each Member may be a candidate for only one vacant position and/or submit only one name for nomination of President and a maximum of nine names for members of Board of Directors vacant positions.
6-6.5 The Election Committee shall verify the eligibility of the candidates or nominees based on the list and eligibility requirements that is included in Bylaws.
6-6.6 The Election Committee shall notify each nominee of the Board of Directors and President of their nominations. The nominees shall agree to serve in their nominated positions if they are elected by voting Members.
6-6.7 Election Committee shall send the official ballots to all active Members. The ballots shall also contain the names of the candidates with their biographical information in accordance with the provision of these Bylaws, no later than one month prior to the election closing date. Election instructions shall be accompanied with the ballots.
6-6.8 The Election Committee shall also file the reports of their nominees, including their biographical information with the President. The President shall announce the list of the nominees to the Members through the Society’s official periodicals or web site.
6-6.9 The method of voting shall be by a secret letter ballot or electronic method and it shall be completed prior to the due date. The voter shall have the right to vote for nominated Member(s) or substitute any other name(s) of eligible Member(s) of the Society for corresponding name(s) on the ballot.
6-6.10 Election Committee ranks the elected members by descending orders. The Election committee will contact the elected individuals by phone or e-mail, if they are willing to serve on the positions elected by Members.
6-6.11 In case some candidates cannot serve based on their personal reasons, the Election Committee will contact the next nominee with higher vote until all positions are filled.
6-6.12 The Election Committee shall also rank and maintain the list of the remaining candidates that have been on the voting ballot. This may be needed for filling of future vacancies in any position.
6-6.13 The Election Committee shall notify the Members of the election results no later than two weeks after the completion of the voting process. The announcement of the election results shall not be later than the fifteenth day of December.
6-6.14 The President shall post the election results on Society website.
6-6.15 The results of the letter ballot voting or electronic method shall also be announced at the annual general assembly Membership face-to-face Meeting or video/teleconference.
6-6.16 The elected Board and Executive Committee start their work on the first day of January, following the announcement of their election, which will be prior to the fifteenth day of December. Prior to January, the elected Board and Executive Committee members may participate in the meetings of the current Board and Executive Committee as non-voting members.

The above are the highlights of the Bylaws related to the elections. Accordingly, the first step of the process is the nomination of the Election Committee. The SAE members are requested to submit the names of the two interested members as the members of the election Committee.

1. Please send an email to the SAE President at his email address at: mujtabaghulam@bellsouth.net by February 15, 2014, if you are interested to serve as a volunteer for the position of the Chairperson of the Election Committee. Upon the receipt of the information, he will select the name of a nominee and submit it to the Board of Directors for review and approval.

2. By February 15, 2014, please submit the name (s) of the nominee (s) of your choice to Mr. M. Q. Kadir, Chairman of the Board of Directors at his email address at mkadir@devry.edu and copy President at mujtabaghulam@bellsouth.net. Each member has the right to submit the name of two interested members, for consideration and approval as members of the Election Committee.

A Glance at Books and Publications

At this Section of the newsletter the reviews of the Afghanistan related publications are included. These are the publications that the SAE eNewsletter readers may find useful and informative. The publication reviewers can write a summary of the books and publication that they have read. They can share their review comments with the readers of the SAE eNewsletter.

In this issue we will include a review of a newly published book, entitled, Biodiversity Conservation: A Path to a Healthy Afghanistan, by Dr. M. Nadir Sidiqi, an SAE member and a contributor of SAE eNewsletter. The Editor of the SAE eNewsletter glanced through the table of contents of the book and found it to be informative. The book has includes information from versus of Holy Quran related to biodiversity conversation. He requested the author to provide a brief summary of his book. Dr. Sidiqi has graciously accepted his request and provided the following summary about his book:

Book Abstract

Biodiversity conservation is humanity’s building block to sustain lives – ultimately allowing all living and nonliving creatures to interact in a balanced proportion. Humanity’s challenge in the 21st century is to maintain biodiversity without harming the natural habitat of plants, animals and beneficial microorganisms. There are many good reasons to consider why biodiversity is important to our ecosystem, especially for a nation like Afghanistan.

Biodiversity is the variety of the living components, such as humans, plants, animals, and microorganisms, and nonliving components interaction, including air, water, sunlight, soil, humidity and environmental factors in an area. There are many ways of gauging the value of biodiversity.

One of the major values of biodiversity is its economic value: biodiversity provides goods and services to the Afghan nation directly through links and components such as the maintenance of traditional crops, medicine, fruits, animals, grazing, fuel, timber, harvesting, fishing, and hunting. As an ecosystem, biodiversity includes such benefits as soil fertility, erosion control, crop pollination, crop rotation, and pest control. The conservation of biodiversity is crucial for these benefits, which would be impossible to replace.

Biodiversity conservation also has heritage values; according to World Resources Institute, biodiversity has been termed “the wealth of the poor.” This wealth of genetic diversity provides backup to rural people living close together who depend on biodiversity practices such as productive crop, grazing land, as well as the collection of fuel, building materials and wild fish and related supplies.

These values are important for developing countries particularly Afghanistan. Afghanistan has unfortunately suffered greatly from more than three decades of war. Public perception of the value of sustaining biodiversity and enforcing laws and regulations pertaining to biodiversity and food and agriculture is a crucial plan of action that requires the work of the Afghanistan government and collaboration of the Afghan nation. Understanding biodiversity conservation can change any nation in a positive manner and bring the country among the top developed nations. Therefore, publishing a contemporary about this topic was necessary.

About the Author

Dr. M. Nadir Sidiqi obtained his B.S. degree in Horticulture Science from the Agricultural University Peshawar, Pakistan in 1989. He received his MS degree in Plant Sciences from California State Polytechnic University, Pomona in 2003. He received second Master degree in Biology from New Mexico State University. Afterwards he received his Ph.D. degree in Agriculture Science from Atlantic International University. Dr. Sidiqi holds a license as an agricultural adviser with the State of California, department of pesticide regulation. Currently he is the CEO/president of Organic Ecocare Inc., since 2008, which provides seminars and continuing education for the State of California department of pesticide regulation. He has been invited as a guest speaker in Afghan TV channel based in California and remained from September 2012 through May 2013 as a host on Iman TV based in Fremont, California.

Dr. Keshawarz, members of the SAE Board of Directors, in addition to being professor, has been appointed as the Chairman of the Department of Civil, Environmental, and Biomedical Engineering of the University of Hartford, effective, July 2013. The Editorial Board of the SAE eNewsletter congratulates the Dr. Keshawarz’s new appointment and wishes him continued success.
